Deputy Construction Development Unit

JOB SUMMARY:The Deputy Construction Development Unit is responsible for leading and overseeing the planning, development, execution and completion of housing projects of the company. The role ensures that projects are delivered on time, within budget, compliant with regulatory and quality standards and aligned with the company’s operational and business objectives. The position shall manage end-to-end construction operations including project planning, cost monitoring, site development, housing construction, permits coordination and project turnover while ensuring efficiency, safety and customer satisfaction.JOB DESCRIPTION: 1. Project Planning and Development

Lead the planning and implementation of all housing projects from pre-construction to project completion. Review project feasibility, construction timelines, budgets and resource requirements. Coordinate with technical, engineering, permits and project management teams during project development stages. Ensure alignment of project plans with company targets and regulatory requirements.2. Construction Operations Management

Oversee day-to-day construction activities across project sites. Monitor project accomplishments versus approved timelines and budgets. Ensure proper coordination among contractors, suppliers, consultants and internal stakeholders. Identify project risks and implement corrective actions to minimize delays and cost overruns. Ensure adherence to approved plans, specifications and quality standards.3. Cost and Budget Control

Monitor project costs and ensure efficient utilization of resources. Review cost estimates, billings, variation orders, and project expenditures. Recommend cost-saving measures without compromising project quality and timelines. Coordinate with Finance and Procurement teams regarding budget management and project disbursements.4. Regulatory and Compliance Management

Ensure compliance with local government regulations, HLURB/DHSUD requirements, building codes, safety standards, and environmental regulations. Oversee permits processing and coordination with relevant government agencies. Ensure project documentation and regulatory submissions are complete and updated.5. Quality Assurance and Safety Implement quality control measures across all project sites. Ensure construction standards and workmanship comply with company and industry standards. Promote compliance with occupational safety and health standards. Conduct regular site inspections and project evaluations.6. Team Leadership and Stakeholder Coordination

Lead and manage the construction and project development teams. Provide guidance, coaching, and performance management to direct reports. Coordinate closely with Sales, Property Management, Finance, Permits, and Technical teams to ensure project alignment. Prepare and present project updates and accomplishment reports to Management.JOB QUALIFICATION:Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or related field.MBA degree is an advantage

At least 8–10 years of relevant experience in construction and project development, preferably in horizontal and socialized housing projects. Strong background in project management, site development, housing construction, and contractor management. Proficiency with project management tools

Licensed Civil Engineer or Architect is preferred. Familiarity with DHSUD/HLURB regulations, permitting processes, and construction standards. Proven leadership experience in managing multiple project sites and technical teams. Strong analytical, organizational, negotiation, and problem-solving skills. Proficient in project monitoring, budgeting, and construction management software/tools. Collaborative and team-oriented leadership style
