About the role

  • MANDATORY: Willing to work full on-site (Monday–Saturday) in Mabalacat, Pampanga
  • Human Resources Officer (Strategic Operations & Talent)

We are seeking a high-caliber HR professional to serve as a cornerstone of our Luzon Office operations. This is not a clerical role; we are looking for a strategic practitioner with the leadership presence to navigate complex third-party management, drive high-level recruitment, and elevate our organizational culture. You will be expected to own your function and provide the insights necessary to scale our workforce effectively. If you are ready to operate as a true HR Business Partner — not just an administrator — we invite you to apply. Core Responsibilities: Strategic Business Partnership

Serve as a strategic partner to branch and operations leaders in developing and executing workforce strategies aligned with annual operating plans, productivity targets, and growth objectives. Leverage workforce analytics, business data, and labor market intelligence to drive organizational design, manpower optimization, and long-term talent sustainability. Contribute to strategic planning initiatives, including expansion and restructuring efforts, by identifying people-related risks and implementing proactive mitigation strategies. Provide local market insights and analytical support on compensation and benefits in collaboration with Head Office to ensure competitiveness and data-driven decision-making. Strategic Talent Acquisition

  • Lead workforce planning and recruitment strategies aligned with expansion goals
  • Build talent pipelines for critical and high-impact roles
  • Ensure hiring decisions support long-term operational capability, not just short-term headcount needs
  • Elevate hiring quality and time-to-productivity metrics
  • Third-Party Vendor & Manpower Management
  • Own relationships with manpower agencies and external workforce providers
  • Drive SLA accountability, compliance, and performance standards
  • Evaluate vendor effectiveness based on business outcomes (quality, retention, productivity)
  • Performance & Workforce Optimization
  • Partner with leaders to strengthen performance accountability and operational discipline
  • Use workforce metrics (attendance, attrition, productivity trends) to guide decision-making
  • Support leaders in addressing performance gaps and improving team effectiveness
  • Drive initiatives that improve retention, stability, and workforce reliability
  • Employee Engagement & Culture Enablement
  • Champion a high-performance, ownership-driven culture
  • Implement engagement strategies tied to measurable retention outcomes
  • Act as escalation point for employee relations concerns
  • Strengthen leadership capability in managing people effectively

Candidate Profile

We are looking for an HR professional who thinks like a business leader. You understand cost implications, workforce ROI, productivity drivers, and the commercial realities of running operations. Qualifications: Bachelor’s Degree in Psychology, Human Resources, Business Administration, or related field

  • Minimum of 3 years progressive HR experience, preferably in fast-paced or operations-driven environments
  • Strong background in:HR Business Partnering

  • Demonstrated business acumen and ability to connect HR initiatives to operational results
  • Strong analytical, negotiation, and stakeholder management skills
  • Confident communicator with leadership presence

Why This Role? This position is built for an HR professional who has moved beyond transactional coordination and is ready to operate as a true business partner. You will be trusted with autonomy, exposed to operational decision-making, and empowered to influence outcomes that directly impact growth and performance. If you are ready to elevate your career from execution to strategic leadership, this role provides the platform to do so.
